Phyllis D. Clark

Phyllis was first elected to the office of City Clerk in April of 1993. She assumed her duties as City Clerk in May of 1993. Phyllis is the first African-American in the history of the City of Urbana to hold the position of City Clerk. She has now been serving as Urbana City Clerk for the past 28 years.

The Clerk's position in Urbana is one that is primarily record keeping, maintaining the records of the history of the City of Urbana and keeper of the City Seal. This office works closely with all departments in the city as well as the City Council and is the central information dissemination center.

Phyllis is involved in her community, from church to civic. She is a member of Mt. Olive Baptist Church where she served as 4-H Leader for 6 years and as chairperson for the last 12 years. Phyllis has served on numerous committees and boards for the school district such as search committees for principals of elementary, middle and senior high schools, Special Education Curriculum Board and Middle School Concept Committee. Phyllis is currently a member of the Concerned Citizens for Quality Education focus group, National Council of Negro Women, Board of Directors of BIOC, and Chairperson of the Board of Directors of Champaign County Health Care Consumers. Phyllis has served as Municipal Clerks of Illinois District IV Director for two years, President of Central Illinois Municipal Clerks for two years. She also served as Vice President of the Municipal Clerks of Illinois for one year and is now in line to serve as President. When she assumes the presidency of the Municipal Clerks of Illinois, she will be the first African-American to hold this office in the State of Illinois.

Phyllis was a member of the group of elected officials to complete and graduate from the first Academy of Municipal Excellence LEAD (Leadership Enhancement and Development) class that is sponsored through Illinois Municipal League and the University of Illinois.

Phyllis was awarded the prestigious designation of Certified Municipal Clerk from the International Institute of Municipal Clerks for her continued training in municipal excellence, community involvement and leadership quality.

Phyllis is the wife of Lee Clark, the mother of three and the grandmother of four. Phyllis' hobby is cooking.
